I think there is definitely a sexual aspect, and definitely the first times you go (particularly as a teen!) You are going to a place for the first time, either alone or with friends, to a public place where you will get naked with hundreds of other people. Men, women, other teens, heck even whole familes and kids are there. And prior to that first visit, we've ALL grown up wearing swimsuits at the beach, that is where the 'private parts' are covered. So the only real difference is you want to uncover those private parts with other people. No doubt some people feel strange the first time they take off all their clothes among strangers, and that is what passes. But the feeling of being naked outdoors with hundreds of others doesn't pass. After all, we go there to get naked and, as you say, to see and be seen.
I can only imagine how it must have been as a teenager. I would get involuntary erections all the time for no reason. I can't imagine being nude around a bunch of nude people at that age. Where you self-conscious about having erections on the beach? Did it ever cause you any problems?
When I first started going nude outdoors as a kid with my friends, it quite simply seemed I ALWAYS had an erection to one degree or another, (as did most of us). As a teen going to our nude beach, nothing really changed about that. The first visit I think I had a boner the entire time. Not too self-conscious about it because, contrary to what more 'traditional' nudists claim, there are lots of erections (full or partial) there. Yes, the teenage girls that went with us went nude. By the way, funny thing I've noticed, guys stand up to take their clothes off and sit on the towel once they're naked. Girls sit down to take off their pants and underwear, then kneel to take off their bra. Don't ask me why. But its the same teenaged, middle-aged, or even older.
