You actually do both in the same spot. On the title bar above it should have:

Back to MP|Home|Profile|.......

Click on the profile link and you'll see areas to update your signature, and down below are the instructions for uploading an avatar. Just make sure you read the requirements for the picture, it is pretty strict to reduce the storage space.
